Overview:
Mongolia recognises the right of individuals to access information held by the government or public authorities, commonly referred to as the right to information (RTI), under its constitution. The Law on Information Transparency and the Right to Information of 2011 gave practical effect to this by providing a legal framework for RTI, which was subsequently updated through the 2021 Law on Information Transparency and the Right to Information. However, the legal framework is not very strong, and the assessment of RTI implementation using the Comprehensive Methodology confirms that implementation also lags.Overall, Mongolia achieved a mediocre grade.Mongolia obtained mediocre grades in each assessment area, except Central Measures, which received a poor score. The strongest of the mediocre grades was for Institutional Measures.
