Overview:
The right of individuals to access information held by the government or public authorities, commonly referred to as the right to information (RTI), is recognised under both international law and the Ghanaian Constitution. Ghana’s RTI law, the Right to Information Act, dates from 2019 and is a fairly strong RTI. An assessment of the implementation of this law was undertaken in 2025 and was spearheaded by Ghana’s oversight body, the Right to Information Commission
Overall, Ghana achieved a mediocre grade.
The overall result of this assessment were findings of strong (green) performance in Central Measures and Institutional Measures and mediocre (yellow) findings for Proactive Disclosure and Reactive Disclosure assessment areas, leading to an overall mediocre (yellow) grade.
